Central's identity is local and recent. After incorporating in 2005, the city opened the Central Community School System on July 1, 2007, only the third new school system in Louisiana in about a century. Its housing is mostly late-1980s and 1990s single-family homes, many now on their second or third set of gutters, or still on the first.
The flood that shaped how Central thinks about water
In August 2016, Central's mayor estimated that 90% of residents took on water. Louisiana Radio Network quoted then-Mayor Jr. Shelton saying 9,000 of the city's 11,000 homes were affected, and only about half had flood insurance. Rain gauges around the Comite River basin recorded more than 20 inches in a few days, according to the National Weather Service.
Gutters would not have changed that outcome. River and backwater flooding is a different problem. But many homes rebuilt after 2016 got new interiors while keeping old gutters, fascia and drainage, and those are the pieces that handle everyday storms.
Drainage is still a live issue: WAFB reported in September 2026 that Central's mayoral candidates were laying out drainage plans. At the parish level, the long-delayed Comite River Diversion Canal, a 12-mile channel from the Comite River to the Mississippi, was pushed to an estimated late-2027 or early-2028 completion, per WBRZ.
What a typical Central project looks like
Check the fascia
On homes built around 1990, the board behind the gutter is often softened by years of humidity. Installers usually probe it before hanging anything new. See gutter replacement and fascia repair.
Size for heavy rain
The airport averages about 19 days a year with an inch or more of rain (NOAA). Larger gutters and downspouts carry that water faster.
Move water off the lot's low spots
USDA soil data show most of East Baton Rouge Parish is poorly drained and slow to absorb water, so underground downspout lines are a common add-on.
Central gutter questions
Would better gutters have kept water out of Central homes in 2016?
No. The August 2016 flood came from extreme rain and rising rivers and backwater, which gutters cannot stop. What gutters and downspouts do is handle ordinary heavy storms, the kind Central sees many times a year, by moving roof water off the house and away from the slab so it does not pool beside the foundation.
Who handles drainage ditches in Central?
Lot drainage on your own property is generally the homeowner's job. For problems with public ditches, canals or servitudes, start with the city of Central or East Baton Rouge Parish 311 (311.brla.gov). If an installer proposes tying a downspout line into a ditch or street, ask them to confirm the rules with the local permit office first.
What size gutters suit a 1990s Central ranch?
Many homes from that era have 5-inch K-style gutters with 2x3 downspouts. With about 62 inches of rain a year in the Baton Rouge area (NOAA), installers often suggest moving to 6-inch gutters and 3x4 downspouts on long or steep roof runs. The right size depends on roof area and pitch, measured on site.
How do I check a gutter company before hiring?
Search the company name on the Louisiana State Licensing Board for Contractors' contractor search. Home improvement jobs of about $7,500 and up (under $50,000) require registration, per LSLBC. Ask for a current insurance certificate and a written contract. This is general information, not legal advice.
