Walker, I-12 and the 2016 flood

Walker saw some of the worst flooding in the parish in August 2016. WAFB reported that the city planned a lawsuit over the I-12 widening, which it said made the flooding worse; one resident described about seven feet of water, and some homes flooded again in June 2019. In August 2024, Parish President Randy Delatte told WAFB that I-12 contributed to the 2016 flooding in Walker "because the water couldn't get out," and outlined about $15 million for culverts to move water away from the interstate as part of Livingston's first-ever drainage master plan.

Nearby Watson, also in Livingston Parish, recorded the highest rainfall total of the whole event, 31.39 inches, according to NOAA's Climate.gov. That flood was driven by rivers and extreme rain, and gutters could not have prevented it. It is still useful context for anyone sizing gutters and downspouts here.

Newer homes, heavy clay

Walker is a city of about 6,390 people (Census ACS 2020–2024). The median home was built in 1998, and 70.1% of about 2,349 occupied homes are owner-occupied. The town has older roots, too: Wikipedia dates its founding to 1825 by Michael Joseph Milton Jr., and the post office was renamed in 1890 for Dr. William Elliott Walker.

A late-1990s house may still have its original builder-grade gutters, often with a downspout or two emptying onto the lawn a foot from the slab. On Livingston Parish ground that is a problem. USDA soil survey data show close to 90% of the parish is somewhat poorly to very poorly drained, and roughly 40% has high shrink-swell clay, a larger share than East Baton Rouge. When water pools, it soaks in slowly and keeps that clay moving.

What a Walker quote usually covers

  1. Gutter size and layout

An installer measures the roofline and checks whether the current gutters and downspouts can handle downpours. NOAA normals show about 19 days a year with an inch or more of rain at Baton Rouge Metro Airport. See seamless gutter installation.

  2. Where the water lands

Options run from extensions to underground downspout lines or a French drain for a yard that stays wet. Cost guides put French drains at about $10–$65 per foot, an estimate that varies widely. Read downspouts and drainage.

  3. Keeping it flowing

If trees overhang the roof, ask about gutter guards such as micro-mesh or screen styles.

Questions from Walker homeowners

Is an underground downspout line worth it in Walker?

It can be on a flat lot with slow-draining clay, where water from a short downspout tends to sit beside the slab. A buried line carries roof water to a spot that drains better, such as the street or a lower part of the yard. It needs somewhere lower to go, so ask the installer to show you the route and outlet.

Does Livingston Parish's drainage plan fix water in my yard?

Not directly. The parish's first drainage master plan, which Parish President Randy Delatte described in 2024, deals with larger drainage such as culverts under I-12 and the river system. Water from your roof and yard is generally yours to manage, which is where gutters, downspouts and drains come in.

How do I check a gutter company working in Walker?

Search the company on LSLBC's online contractor search and ask for a current insurance certificate and a written contract. Under state rules, home improvement projects of about $7,500 and up need a registered home improvement contractor or a residential license holder. Most gutter-only jobs fall below that, but larger drainage packages can go over. This is general information, not legal advice.
